Design and delivery of a secure mobile app, integrating QR Code, MFA, SSO and BFF, for 21,000 accountants.
Context
To strengthen its role as a trusted third party and assert itself as an essential digital interlocutor for institutions (DGFIP), the CNOEC has initiated a strategic transformation to provide each accountant with a professional digital identity that is verifiable, accessible and integrated into a secure ecosystem.
This project is part of a clear ambition: to position the Order as a reference for digital authentication in relationships between the State, businesses and the profession, while strengthening the adherence of its members and their visibility.
The ExpertID application is thus designed as a pillar of sectoral digital identity, with high symbolic, political and technical value, with an imperative delivery objective for the National Congress of Chartered Accountants in September 2025.

Challenges
- Deliver an MVP in less than 3 months, with a high level of technical quality despite the functional ambition and the tight schedule.
- Meet high security standards (MFA, QR Code, Bioseal, 0 Trust).
- Unify access to the CNOEC ecosystem (directory, events, news,...) via a single SSO app.
- Redefine a clear product positioning to guarantee the adoption of the application and gain legitimacy.
Our approach
A team of 5 Theodo experts (1 PM, 1 Tech Lead, 2 Software Engineers, 1 UX/UI Designer) supported CNOEC throughout the project.
What made the difference:
Right-First-Time
Thanks to a quality strategy inspired by the Toyota model, we limited production defects to 0, with short dev cycles.
Modular architecture
Backend-for-Frontend, SSO integration, Bioseal brick (ISO 22376) and electronic signature to manage content without depending on the central IS.
Cross-Platform
Cross-platform development to optimize velocity while guaranteeing native access to security features (biometrics, App Attest).
