Context

Faced with European acceleration around digital identity, France is preparing an ambitious response with France Identité, the future sovereign wallet managed by ANTS. By 2026, in line with the eIDAS 2 regulation, we aim to achieve interoperability with other European sovereign wallets, while continuously improving the smoothness of the user experience and maintaining a very high level of security across all user journeys.

In 2025, a key stage of the project consists in integrating the digital vehicle registration document into the mobile application. Timing is critical, the product vision is still unstable, European standards are in full evolution.

The challenge: to put value back into the hands of citizens quickly, in a climate of distrust after several delays.

It is in this context that Theodo has been called upon to take over mobile development with a clear objective: to restore quality, accelerate the pace, and secure production starts.

Challenges

• Deliver the vehicle registration functionality into production as soon as we arrive, without an observation phase.
• Put product quality back at the center and deal with a vast and multi-actor ecosystem, with little initial alignment.
• Transforming ways of working to adopt a more lean approach (e.g. on problem solving) and impact-oriented
• Ensure secure production deployments in a digital sovereignty context, based on a security framework audited annually by ANSSI, which conditions the continuation of deployments.
