Context

Faced with European acceleration around digital identity, France is preparing an ambitious response with France Identité, the future sovereign wallet managed by ANTS. By 2026, the application must be interoperable at the European level (eIDAS 2 regulation), offer a fluid experience to citizens and guarantee a very high level of security on all routes.

In 2025, a key stage of the project consists in integrating the digital vehicle registration document into the mobile application. Timing is critical, the product vision is still unstable, European standards are in full evolution.

The challenge: to put value back into the hands of citizens quickly, in a climate of distrust after several delays.

It is in this context that Theodo is called upon to take over mobile development with a clear objective: to restore quality, accelerate the pace, and secure production starts.

Challenges

• Deliver the vehicle registration functionality into production as soon as we arrive, without an observation phase.
• Put product quality back at the center and deal with a vast and multi-actor ecosystem (~60 people on the ANTS side, suppliers,...), with little initial alignment.
• Transforming working methods, by making an organization accustomed to V-cycles move towards an agile, impact-oriented mechanism.
• Secure each production release in a context of digital sovereignty, with releases validated by ANSSI to guarantee security compliance before deployment.
